Vice President, Federal Government Relations
David H. Fenig is Vice President of Federal Government Relations at the Equipment Leasing Association (ELA). In this position, Mr. Fenig directs and manages federal regulatory and legislative programs with the Administration and the United States Congress for ELA and the leasing industry. He also manages the work of ELA governance bodies including the Government Affairs Council, the Federal Tax Committee and the LeasePAC Committee.
Prior to joining ELA, Mr. Fenig most recently served as Vice President at the government affairs firm of Van Scoyoc Associates, Inc. and previously as a Director at the government affairs firm of BKSH & Associates (formerly Black Kelly Scruggs & Healey). At these firms, he specialized in the taxation, financial services, international trade, and benefits areas for a series of Fortune 100 and international clients. He played a key role on revisions to the international tax regimes, the federal transportation excise tax program, corporate structure and governance matters, as well as changes to the Investment Company Act governing private investment funds. He also served for six years in the United States Senate as Tax Counsel and Legislative Director to Senator Spark Matsunaga (D-HI), a senior member of the Senate Finance Committee. During his tenure in the Senate, Mr. Fenig played a key role in the consideration and enactment of the Tax Reform Act of 1986.
Mr. Fenig holds a Bachelor of Arts degree with Distinction in Government from the University of Virginia and a law degree from the College of William & Mary where he served as Notes and Comments Editor of the William & Mary Law Review. He serves as an Officer of the Federal Bar Association Taxation Section and is admitted to practice in the District of Columbia.
